New Rules for Employers in Belarus: Vacancy Registration and Quotas for People with Disabilities

Changes have been made regarding employment that may significantly affect employers. As an employer, you will be subject to new requirements, and non-compliance can result in fines.
What has changed (or will change):

  1. All job vacancies must be registered electronically in the Republican Job Bank within 5 days of opening. The only exception is for those with fewer than 5 employees. Failure to comply will result in a fine of up to 15 base amounts.
  2. Posting vacancies on commercial websites not registered in the National Vacancy Bank will no longer be allowed. However, other resources can still be used.

Additionally, job quotas for people with disabilities are being introduced. Certain employers will be required to allocate special positions for people with disabilities. These positions cannot be filled by other workers, and refusing to hire a person with a disability who meets the quota could lead to administrative liability.

The law on amendments to the employment legislation was signed by the President of the Republic of Belarus on October 11, 2024. There is currently no information on when this law will come into force, but we will keep you informed and notify you when the new requirements for employers come into effect.

upd: In accordance with Article 14 of the Law of the Republic of Belarus No. 36-Z of October 11, 2024, "On Amendments to Laws on Employment," as published on October 17, 2024, the aforementioned provisions shall enter into force on January 1, 2025.
